Schumpeter, The Present World Depression: A Tentative Diagnosis, 1931 1．シュムペーターは、外部的な影響がないときでも、産業変動は生じるか、というのが基本的な科学的問いであり、今回の不況 も、基本的には新結合の結果生じた適合過程(不況)である、とまず述べる。そして産業変動は３種の波(コンドラチェフ、ジュグラ ー、キチン)によって構成されている、と述べる。今回の不況は、キチンの底、ジュグラー、コンドラチェフの下降局面の同時的現 出である、と。 2．その上で、外部的要因の影響が指摘されている。 （1）農業危機…ただしアメリカの場合は、新たな生産方法の開発と関係があるので、外部的とはいえない。 （2）金融政策の影響…とくに英国の金本位制復帰 （3）賠償問題と戦債問題 （4）資本逃避 （5）高賃金率 （6）短期利子率の下落が長期利子率の下落を十分にもたらさなかったこと （7）物価体系と水準の硬直化現象 　このほか、株式投機の崩壊、ローン・システム、関税システムなどがあげられている。 (コメント：列挙されている要因が多すぎる） 3．その上で、シュムペーターはこの治療を提案することは、現在の経済学は、医学よりも劣っているわけではない、と述べる。相 　　違するのは、われわれの患者は、われわれの処方箋を受け入れないであろう、という事実にある。 　The difference and the difficulty lies in the fact that our patients will not take what we might be able to prescribe.
